China Innovation and Entrepreneurship Competition for Overseas Talents

First Announcement

Jointly endorsed and approved by China Association for Science and Technology (CAST) and the People’s Government of Zhejiang Province, China Innovation and Entrepreneurship Competition for Overseas Talents will be organized so as to introduce original, innovative and leading overseas high-tech projects, attract overseas high-quality talents and teams to implement innovative projects and start businesses in Zhejiang, as well as contribute to the development of Zhejiang as the province with the best talent development ecosystem in China.

The Competition invites overseas scientific and technological organizations and experts to recommend projects in three fields including Artificial Intelligence, Broad-sense Health Industry and High-end Equipment. Winning projects will receive support from local government and venture capital funds. The First Prize winners will be recommended by the Organizing Committee for the exhibition event of the National Innovation and Entrepreneurship Week.

Themes of the Competition

The Competition has three categories with the following themes:

Artificial Intelligence: sensor technology, intelligent control, Smart Home, robot application, industrial internet application and so on.

Broad-sense Health Industry: biomedicine, medical devices, smart healthcare, health management and so on.

High-end Equipment: rail transit, smart manufacturing, electronic equipment, instruments and meters, new energy and new materials, automatic special equipment and so on.

Requirements for Entry

The Competition is open to overseas innovative and entrepreneurial individuals, teams and enterprises which meet the following requirements:

Individuals/Teams: There is no rigid limit on the age of individual contestant or team leader. They shall hold overseas Master’s Degree or above and have developed mature entrepreneurial project and business plan in the target field. Their domestically leading technological achievements shall be in line with the industrial development orientation of Zhejiang with promising market outlook and are fit for industrialization.

Enterprises: Closely related to the industry of target field, the competing enterprises shall be high-growth, high-tech and innovative companies which already go into production and operation. The founder or leading technological expert shall hold overseas Master’s Degree or above and over 30% of company shares.

In principal all participating projects should be start-ups. The core members of the projects must be the legal owner of intellectual property right or right to use/authorization of the participating projects. In principal applications from individuals/teams and companies which already settled down in Zhejiang are not accepted.

Procedure of the Competition

The Competition is composed of 4 stages, i.e. Call for Entry, First Review, Online Preliminary and Final in Hangzhou.

Call for Entry (deadline: March 20, 2018). First Review (deadline: March 31, 2018). Industrial technological experts, venture capital investors, well-known company executives and representatives from government agencies are invited to form a jury to carry out blind evaluation for the projects which signed up online and passed eligibility examination. Projects will be shortlisted to enter the next round.

Online preliminary (deadline: April 20, 2018). Shortlisted projects of different categories will defend their projects and answer questions via online video conference. 60 projects will be selected to enter the final contest in Hangzhou.

Final in Hangzhou (between May 24 and May 27, 2018). Confirmed by the Organizing Committee, finalists will be invited to Hangzhou to take part in the final round during the 20th CAST Annual Conference. They will go through projects roadshow, onsite defense and comprehensive evaluation. The final winners will attend the award ceremony where state leaders will present the prizes.

VII. Prizes and Policy Support

Prizes. Based on the outcome of the final contest, the Competition will present 1 Grand Prize, 3 First Prizes, 6 Second Prizes and 9 Third Prizes. There will also be 1 Most Popular Project Award, 1 Most Valuable Project for Investors Award and 1 Best Tech Innovation Award.

Subsidy for Finalists. The expenses for accommodation and meals during the final contest in Hangzhou will be covered by the Organizing Committee and a certain amount of international travel grant will also be provided.

Local Policy Support. If winners of Third Prize and above start business in Hangzhou Yuhang District, they will be exempt from Hangzhou Yuhang District Talent Project Review, including that in Zhejiang Overseas High-quality Talents Innovation Park, Hangzhou Future Tech City, China (Hangzhou) AI Town, Hangzhou Yuhang Economic and Technological Development Zone (Qianjiang Economic Development Zone), Hangzhou Linping New City and etc. They can receive financial support of no less than RMB 1.5 million from local government and Angel’s Dream Fund, R&D subsidy of no less than RMB 6 million and equipment subsidy of no less than RMB 5 million. If the winning projects settle down in other areas of Zhejiang Province, they will be financially supported and subsidized according to the local policy supporting innovation and entrepreneurship talents.

Capital Support. This Competition will provide high-quality projects with express channel of capital investment by inviting top investment institutions and individuals in China to connect with the projects.

Entrepreneurial Support. The Competition website will set up a special column on interpretation of policies regarding Zhejiang key industry development and talents. During the final contest, various events will take place, such as OCEAn Experts Workshop, Meeting with Chairmen of Listed Companies, Overseas Chinese Entrepreneurs Workshop, Fund and Legal Experts Workshop and Alibaba Executives Exchange Meeting, to provide the contestants with all-around guidance on start-ups and settle-down services.

VIII. Notes

The contestants must be responsible for the authenticity of submitted documents. No plagiarism, embezzlement or other illegal activity is allowed. Once found out, they would be disqualified. If found out after winning, they would be disqualified for policy support. If the project is involved in intellectual property dispute, the contestant shall bear all responsibility.

The documents submitted by contestants are only used as reference materials for the Organizing Committee which will keep them strictly confidential.
